‘Modernising public service high on list of our priorities’ – Ruto’s team

Kenya Kwanza Alliance has pledged to build a highly skilled and efficient public sector with appropriate roles for civil servants and other service providers.

In its manifesto launched yesterday, the alliance says it will develop mechanisms to anticipate and address changing workforce requirements.

The manifesto also promises to ensure long-term institutional knowledge capacity.

“A Kenya Kwanza administration will design new human capital systems consistent with merit system principles, including modernizing policies and practices for recruitment, retention, training, and development,” reads the document.

It adds: “As the government is called upon to address complex and inter-connected challenges, their need for leaders, managers, technical experts and front-line workers in the right jobs with the right skills at the right time has never been greater.”

Critical missions

The government, the alliance observes, continues to struggle to build a public service workforce that can meet the unique demands of our time due to laborious and time-consuming hiring practices, limited salary flexibilities and promotion rules that value longevity over expertise and performance.

“We face a significant risk that many public institutions will not have the capacity necessary to achieve their critical missions.”

A total overhaul of the public service will be conducted to align it will the current requirements in the changing environment, the manifesto says.
