CoB warns on unfair treatment of workers

The Office of the Controller of Budget (CoB) is investigating some county governments for allegedly exploiting employees through improper employment terms.

 Controller of Budget Dr Margaret Nyakango said her office will be demanding an analysis of employment status of employees when they avail requisition of personnel emoluments requests.

“My office will now be demanding that every time requisition of personnel emoluments are brought, we should be given a list of permanent and temporary employees and how long they have worked in the devolved unit,” she said.

The Controller of Budget authorises withdrawal of funds from public coffers.

Before authorising any withdrawal, the Controller of Budget must first be satisfied that the said withdrawal is authorised by law, as per Article 228 (5) of the Constitution. 

Speaking in Mombasa during the 7th annual Human Resource Congress, she expressed concern that most work in the counties in done by staff who are qualified yet work under very unclear terms.

She also raised concern over rampant violation of non remittance of statutory deductions, terming it as unprofessional and illegal.

 “There is rampant violation of law. Most counties do not submit statutory deductions, this is unacceptable, we need to motivate employees,” she said.

Recruitment drive 

 She challenged professionals to ensure prudent use of resources in their jurisdictions to enhance accountability.

Institute of Human Resources Management (IHRM) executive director Quresha Abdullahi said the professional body plans to recruit more members.

“We challenge you to adapt with emerging trends to ensure business operations and different economic sectors remain relevant. We need to align ourselves with the changing times,” she added.

Elly Nyangweso, the regional chairman said the region commands about 800 human resource members, who are determined to revolutionise the sector.
