Complaints desk established at Ardhi House

The Ministry of Lands has now established a complaints and help desk at Ardhi house to handle queries on title deed conversion.

Lands Cabinet Secretary Farida Karoney yesterday said interested persons should lodge a complaint with the Registrar through the Ministry’s offices in Ardhi House at no cost.

“Pursuant to Gazette Notice No 11348 issued on December 31, 2020, any person with an interest in land within the registration unit and is aggrieved by the information on the notice is advised to lodge a complaint to the Registrar,” said Karoney in a statement.

“In this regard, we wish to notify the general public that we have set up complaints help desk at the customer care center within the Ministry’s offices in Nairobi to handle queries and complaints,” she added.

She said the complainant will be required to complete forms set out in the second schedule to the land registration or as set out in the Sixth Schedule of the Land Registration (General) Regulations, 2017. 

The CS stated that certified copies of title, identity card and PIN as well as contact address must be attached to the complaint form.

From there, the complaint will be recorded by the Registrar who received the complaint and assigned a case reference number to facilitate follow up and the complainant will subsequently be advised on the progress.

Two weeks ago, Karoney announced conversion of titles, saying that the objective is to collapse land registration processes in the repealed land registration laws into one.

“All titles issued under the repealed laws will be cancelled and replaced with titled under the Land Registration Act, 2012.

The cancellation and replacement will migrate the parcel to the new regime while retaining the ownership, size and other interests registered against the respective titles,” said the CS.

Conversion process, she said entails preparation of cadastral maps together with a conversion list indicating new and old numbers for parcels of land within a registration unit, section or block and their corresponding acreages.

She said Regulation 4(4) of the Land Registration (Registration Units) Order, 2017 requires publication of cadastral maps together with a conversion list in the Kenya gazette and two local dailies.
