Counties to receive additional Ksh46B funding as Ruto signs new bi*l into law
President William Ruto has signed the County Governments Additional Allocations Bill 2023 into law, paving the way for the disbursement of an additional Ksh46 billion in funding to the devolved units for the Financial Year 2023/2024.
The Head of State assented to the Bill at State House Nairobi on Monday, March 4, 2024.
Several high-ranking officials attended the signing ceremony including Prime Cabinet Secretary Musalia Mudavadi, Speakers Moses Wetangula (National Assembly) and Amason Kingi (Senate) and Council of Governor chairperson Anne Waiguru.
Other leaders present included majority leaders Arron Cheruiyot (Senate) and Kimani Ichung'wah (National Assembly), as well as Kiharu MP Ndindi Nyoro, who serves as the Chairman of the Budget and Appropriations Committee in the National Assembly.
Speaking during the event, President Ruto said the funds will support the smooth operations of the County Governments.
"I'm happy that now we have resources that will support our counties to discharge their mandate," the President stated.
At the same time, he lauded county bosses for continuously expanding their own source revenues to support the delivery of services to the people.
The new legislation allocates Ksh454 million to five counties for the construction of county headquarters offices.
The counties are Tana River, Tharaka Nithi, and Nyandarua.
Some Ksh5 billion has been set aside for the Fertilizer Subsidy Program to aid the distribution of the commodity to farmers.
An additional Ksh4.5 billion will be allocated to 18 counties Under the County Aggregated Industrial Parks Programme, where each county is set to get Ksh250 million.
The beneficiaries include Mombasa, Busia, Embu, Bungoma, Garissa, Kiambu, Kirinyaga, Homa Bay, Machakos, Murang'a, Meru, Migori, Nakuru, Nandi, Nyamira, Siaya, Trans Nzoia, Nandi, Nyamira and Uasin Gishu counties.
Another Ksh29 billion will be set aside for conditional allocations from proceeds of loans and grants from development partners.
