State releases rules on learner capitation grants, school funds
The Ministry of Education has released a framework for utilising learner capitation grants and other school funds.
The policy guidelines, will be applied by key players in the sector to enhance transparency and accountability.
“All stakeholders are called upon to root for application of these guidelines to ensure value for money and improved learning outcomes in public schools,” states the policy.
One of the policy goals is to enhance access and disbursement of learner capitation grants and other school funds to all public schools.
According to the policy, the ministry will ensure all public schools access adequate learner capitation grants and other school funds in a timely and predictable manner.
“This will be realised by creating awareness on availability of learner capitation grant and the role of various stakeholders, ensuring adequate financial resources for learner capitation grant,” says the policy.
According to the policy, one of the key components of Free Primary Education and Free Day Secondary Education is the learner capitation grant. The capitation grant provides recurrent funding to all public primary and secondary schools in the country.
Currently, the grant is Sh1,420 per learner for primary schools and Sh22,244 per learner for secondary schools. There is also a top-up of Sh2,300 and Sh35,000 for learners with special needs and disabilities in primary and secondary schools, respectively.
“Financing of the education sector is a joint effort among national and county governments, development partners, private sector and stakeholders. “This calls for strengthening coordination, linkages and collaboration among all players to mobilise the requisite financial resources,” the policy states.
