Exclusive: DCI’s hand in sacking of Nairobi MCA Habiba Hussein

An inquiry by the Directorate of Criminal Investigations (DCI) could have triggered the termination of Habiba Hussein’s nomination as the ward representative at City Hall by Jubilee Party who lost the seat over alleged unexplained absenteeism.

DCI, through its Nairobi regional coordinator wrote to the Nairobi County Assembly clerk requesting for support from the institution in their investigations over what was described as “alleged unethical appointment of officials at Nairobi County Government”.

Interest was at the County Assembly where the regional coordinator Bernard Nyakwaka demanded he be furnished with certified copies of attendance register for the MCAs for the last six months.

Further, Nyakwaka in the February 21 letter asked the County Assembly leadership to provide the investigators with “all documents in relation to the appointment of Hon Habiba Hussein as an MCA”.

Yesterday Nyakwaka confirmed writing the letter which he said was leaked by county officers, adding that their probe was “going on well” but declined to disclose the angles they are exploring and if more people are targeted.

Speaker Beatrice Elachi said yesterday the decision to sack Habiba through the Power and Privilege Committee was prompted by the DCI’s inquiry, adding that it was in the MCA’s best interest and concerns that she has been enjoying pay for two years for no work done.

“The matter was prompted by an investigation by the DCI and we decided to manage it internally thought the Power and Privilege committee which guides us on the disciplinary procedure for the members so as not to put her in trouble. She has been way for two years and never communicated to the Speaker as required by the law,” Elachi told People Daily.
