Former Homa Bay County Assembly clerk, his wife and four others arrested over graft allegations

Six people among them former Homa Bay County Assembly clerk, his wife, and four other persons have been arrested by the Ethics and Anti Corruption Commission (EACC) over embezzlement of public funds. 

In a statement seen by People Daily Digital, EACC said it received reports of suspected fraud involving the county employees who are also directors or directly linked to companies suspected to have fraudulently received payments from the county. 

“The companies concerned are Nyagume Enterprises and Damila Enterprises. Whereas the individuals irregularly received multiple monthly salary payments, the companies received large value remittances, with insignificant supporting documents,” EACC said adding that the total money remittance from the County amounts to Ksh85,177,811. 

According to EACC, Nyagume Enterprises is owned by the wife of former County Assembly clerk Bob Otieno Kephas while Damila Enterprises is owned by the former Home Bay Branch manager, Equity Bank, David Obonyo Mireri. 

Nyagume Enterprises allegedly received Ksh 26,272,460 while Damila Enterprises limited Ksh46,542,645 from the Homa Bay County Assembly accounts.

“That Achieng Lilian Aloo, wife to the branch manager, Equity Bank Homa Bay branch received Ksh12,362,706 from the county narrated as salary while she was not employed by the county,” EACC said. 

The other two officials are Chief Finance Officer Caroline Sang and Senior Accounts Comptroller Maurice Amek who received Ksh3.95 million and Ksh5 million respectively from Damila Enterprises Limited. 

“The Director of Public Prosecutions reviewed the recommendations therein and granted consent to charge the suspects as per the Commission’s recommendations with the offense of abuse of office contrary to section 48 of the anti-corruption and economic crimes act of 2003 among others.
