Kisii County Speaker steps down

Kisii County Assembly Speaker, David Kombo on Tuesday stepped down to pave way for Members of the County Assembly to debate on a notice of motion to remove him tabled by Bogiakumu Ward Representative, Ismael Matundura.

Consequently, the Members of the Assembly elected Boochi Borabu Ward Representative as Samwel Onuko temporary Speaker to replace Kombo pending the debate on the impeachment.

In the motion, the MCA claims the Speaker has consistently demonstrated incompetence and obvious misunderstanding or otherwise deliberate misinterpretation and flouting of the Standing Orders.

He avers that the Speaker, who is the chairman of the County Assembly Services Board and other Board members failed to prepare and table before the House reports of the Assembly’s operations for 2017,2018 and 2019 contrary to section 36 and 37 County Assembly Services Act 2017.

Gesusu ward Representative, Benson Ongeri told the press the Assembly had not paid insurance to cover the Members of the Assembly and termed it an abuse of the Speaker’s office.

"It is a clear case of incompetence, gross misconduct and violation of the constitution,” Ongeri said after the session.

Kiogoro Ward Representative Samwel Apoko accused the Speaker of failing to cater for the welfare of the members, citing unpaid workers and funds for operations.

Apoko said the MCAs had no corporate insurance cover amounting to Sh6 million, and cited Kiamokama ward Representative, Kennedy Mainya, who died without the cover.
