Linturi ranked as worst performing CS in latest TIFA report

Ministry of Agriculture and Livestock Development Cabinet Secretary Mithika Linturi has been ranked as the worst-performing CS by a recent poll conducted by Trends and Insights For Africa (TIFA).

The survey carried out between April 27 and 29, placed Linturi at the lowest rank with a scorecard of E, garnering just 25% approval.

Following closely behind is the Ministry of Water, Sanitation, and Irrigation's Zachary Njeru, earning a D- rating of 27%.

Njeru shares his rating with Cabinet Secretary for the Ministry of Industry, Trade, and Enterprise Development Rebecca Maino.

Florence Bore, the CS for Labour and Social Protection, also received a D- rating with 31% approval, while Energy and Petroleum CS David Chirchir obtained a similar rating with 33% of the votes.

Transport CS Kipchumba Murkomen and Lands and Housing CS Alice Wahome managed a D+ rating. Meanwhile, Gender CS Aisha Juma, Environment and Forestry CS Rosalinda Soipan, Mining CS Salim Mvurya, Simon Chelugui, CS for Cooperatives Development, Alfred Mutua, CS for Tourism and Wildlife, Susan Nakhumincha CS for Health, Njuguna Ndung'u, and CS for National Treasury Peninah Malonza all received a D plain rating.

TIFA computed the overall scores based on several criteria, including the CS's visibility, trustworthiness in handling public resources without corruption, communication of ministry activities, and performance in improving the lives of Kenyans.

The poll involved 2,912 respondents from nine zones across Kenya, with telephonic interviews conducted mainly in Kiswahili and English.

Linturi's poor rating comes amid mounting pressure on him. Recently, 110 MPs signed a petition calling for his dismissal over the fake fertilizer scandal.

The MPs, from both the Majority and Minority sides, supported a motion by Bumula MP Wamboka Wanami, seeking Linturi's removal for gross misconduct, mismanagement of resources, and violation of the constitution.

The motion cites Linturi's approval of the procurement and distribution of fake fertilizer by the National Cereals and Produce Board (NCPB), as well as the signing of an agency agreement for the supply and distribution of GPC diatomaceous, which was misrepresented as chemical fertilizer.

The National Assembly Committee on Agriculture has also recommended Linturi's dismissal following the recent fertilizer scam.

Members of Parliament, including Jared Okello, Peter Salasya, David Kiplagat, Ferdinand Wanyonyi, and Joshua Odanga, assert that Linturi cannot claim innocence in the controversial fertilizer scandal.
