Minister risks losing job over his sexual exploits
A civil society organization has kicked up a storm after it wrote to two the investigative agencies demanding for a probe on a county minister over his sexual exploits.
The society wants the Ethics and Anti Corruption Commission (EACC) and the Directorate of Criminal Investigations (DCI) to investigate the county executive member for allegedly demanding sexual favours from a woman who was seeking services from his office.
In a letter, which has also been copied to the County Secretary, Power Charitable Organisation claims that Agriculture, Fisheries, Livestock and Cooperatives County executive Hassan Mwamtoa had allegedly attempted to take advantage of the desperate woman.
The NGO's acting coordinator Mgandi Kalinga says that the County executive has violated Chapter Six of the Constitution on leadership and integrity and it is therefore necessary for EACC to commence investigations against him.
However, Mwatoa has dismissed the allegations.
When asked to respond to the allegations, the CEC said: "No time engaging on the accusations" because they are baseless.
He said he is busy with his work and would not waste time discussing none issues.
"I have nothing to say in regard to those allegations, they are unfounded. I cannot waste my time discussing them," he said.
Kalinga who has also availed audio recording and transcription of the same to the investigating agencies, says Mwamtoa is not fit to hold office.
“Attached herewith, kindly receive Copy of Transcribed Verbatim in respect to a conversation providing adequate information on the nature and level of public ridicule painted on the government of Kenya by a civil servant,” Kalinga’s letter addressed to the anti graft body reads in part.
He further states: “ Having practiced Implementation of the Constitution of Kenya, it is ordained in us that the said Minister violated dictates of Chapter Six (6) on Leadership and Integrity by being disobedient, dishonest, uncaring disrespectful, undisciplined, wasteful and inconsiderate towards protecting Rights and Fundamental Freedoms of our Women in Society.”
“Indeed, a simplified access to the audio reveals of a State officer demanding sex from a desperate woman begging to be served on tax payers money. Power Charitable Organisation has done a desk review to content analyzed from the clip and the output and any outcome of an ultimate action-oriented result must fill the gaps left by the Governor of Mombasa ,” Kalinga stated.
“To be effective, our organization has commissioned this complaint for your determination with regards to lived realities of Individuals, communities, civil society.”
Kalinga had also asked governor Hassan Joho to take action against the CEC but two months later he has never responded.
"We had demanded that Mwamtoa apologize for his actions but decided to escalate the issue further after this failed to happen," Kalinga said.
