MCAs aim is to sabotage the budget, says Governor Waiguru

Kirinyaga Governor Anne Waiguru has accused her County Assembly of arm-twisting executives to settle their scores using the 2020/2021 budget for selfish gains.
The has governor has termed as illegal changes the committee made on this Financial Year’s budget on Tuesday.
She said that besides failing to approve the budget on time, Members of the County Assembly (MCAs) amended it, allocating themselves Sh200 million in total disregard of the Public Finance Management Act 2012, which limits the expenditures by the County Assembly.
“After losing their bid to impeach me, the MCAs have now disregarded the law and turned to the budget to hit back instead of putting the residents’ interests first,” Waiguru said.
She argued that the budget-making process was an important part of her government’s planning and decision-making, but lately MCAs have taken it as an opportunity to arm-twist the executives .
The governor said the MCAs have no powers to arbitrarily amend the budget terming their actions selfish and contravening the law.
Meanwhile, deputy governor Peter Ndambiri has told off his boss Waiguru, accusing her of using politics to hide from accountability.
Ndambiri has asked the governor to stop the blaming her failures on MCAs. “Instead of blaming others, she should come out and explain why millions of shillings was paid for no work done or payments of millions of shillings in her account,” said Ndambiri at funeral ceremony.
