MP wants policy to guide State compensation
Kandara Member of Parliament (MP) Alice Wahome has proposed establishment of a policy which will facilitate the compensation of people subjected to torture by the government.
Wahome said such people lose their livelihood, subjecting their families to abject poverty with only a few being able to get back on their feet.
"Instead of letting these people engage the government through the courts there should be an alternative way to settle the matter," she said.
The legislator also proposed that the government should set aside kitty to facilitate the payments of such cases.
She said a good number of people mostly those who fought for independence and second liberation who were tortured during the Moi's regime never got their compensation.
"We have the likes of Charles Rubia who died without getting his compensation for the torture he went through," she said.
Rubia had sued the government for detaining him for nine months, initially he sought a compensation of Sh325 million but he later enhanced the amount to Sh40 billon.
His case has been in court since the year 2012 and up to the time of his death in December 2019, it was yet to be concluded.
Senator Irungu Kang'ata, who was Rubia's advocate in the matter, slammed the judiciary over laxity in its work.
He said those handling the case have been slow to conclude it and thus denying Rubia justice.
