Parliament hasn’t received BBI report, reveals Muturi

Parliament has not been served with copies of the Building Bridges Initiative taskforce report, Speaker Justin Muturi revealed yesterday.

Muturi told legislators that efforts by the Clerk of the National Assembly to obtain the report from the Executive, including from the Government Printer, have been futile.

The Speaker, who was responding to a concern by Kisumu West MP Olago Aluoch as to why two committees were jostling to review the report, said he will not sanction any committee to discuss a document which is not before the House.

“For now it remains the report of the Executive until such time legislative proposals are brought to the House,” Muturi said.

Olago had asked the Speaker to pronounce himself on whether two committees which had sought permission to retreat to discuss the report were in order or in violation of the Standing Orders.

Two committees— Justice and Legal Affairs Committee and the Constitutional Implementation Oversight Committee (CIOC)— want to start reviewing the report.

No contest

“For now Parliament has not received any such report as it happens normally, the Clerk will have to look for it including at the government printer, his efforts have not borne any fruit,” said Muturi.

Earlier, Justice committee chairman William Cheptumo had said that his Members were up to the task and ready to review provisions of the report that require legislative interpretation.

Reacting to claims that his committee and the CIOC were jostling over which one is to review the report, Cheptumo said he saw no contest since reports prepared by the two will end up in the same House.

“My committee is united, solid and cohesive, party differences will not mar our decisions,” Cheptumo told a press conference at Parliament Buildings.

CIOC chair Jeremiah Kioni said his committee was ready to discuss the report and come up with a report reviewing what has been recommended in the BBI report.
