Why State intends to raise police service entry grades

Interior Principal Secretary Karanja Kibicho has disclosed that the government intends to raise the minimum grades for entry into the National Police Service (NPS).

Speaking in an interview with a local radio station yesterday, Kibicho said days when the service was considered to be only a place for failures in national examinations must come to an end.

“Modalities have already been put in place to change this trend. We must change the service from being the place where parents take their children who have failed in national examinations,” Kibicho said.

The PS added that for a start, the next recruitment exercise would see half of the 10,000 recruits being university graduates unlike in the present where the service targets individuals who scored D plus and above in the Kenya Certificate of Secondary Education (KCSE) exams.

“In the next recruitment, half of the recruits shall be cadets. We must move fast to change our recruitment procedure and the training curriculum in order to conform with the international standards,” said Kibicho.

Complete reforms

The PS agreed that low educational standards on the part of the recruits could form part of the blame for police involvement in extra-judicial killings, extortion, bribery, poor relationship with members of the public and other forms of criminal activities.

Kibicho says the government will also complete reforms initiated by the immediate former Inspector General of Police Joseph Boinnet on the police training curriculum.

Kibicho’s remarks came a day after the Director of Public Prosecutions (DPP) Noordin Haji disclosed that there have been at least 80 reported cases of police brutality since October 2019.

On the same day, the Independent Policing Oversight Authority (Ipoa), disclosed in a statement that it is probing at least 15 deaths and 31 incidents of injuries occasioned by the police over the last two months since the dusk-to-dawn curfew was imposed.
