Ol Kalou board accuse Kimemia of sabo***e

Ol Kalou Municipal Board has accused Nyandarua County government of crippling its operations by denying it funds.

Chairman, Mwangi Nyaga said Governor Francis Kimemia’s government had failed to allocate money and to transfer 18 functions to the board.

He said as chairman, he felt frustrated by what he termed as “deliberate efforts by the County government to cripple the board”.

Addressing members of the county assembly committee on general oversight, Mwangi said: “the County government has refused to transfer 18 functions to us as stipulated by law. We have also been denied budgetary allocations and employment of permanent staff.”

According to the chairman, the only function transferred is solid waste management and no money has been given to enable the Board to carry out garbage collection in the town.

The Ol Kalou board currently has only three members of staff: the acting municipal manager, the project manager and an administration officer, the chairman said.

He said the county government is supposed to hand over collection of revenue within the municipality.

The assembly Committee questioned why the county government allocated Sh4 million for the compensation of the Board’s employees who never existed.

Mwangi told the Committee that the Board has been running on funds from the Kenya Devolution Support Programme (KDSP), a programme of the World Bank.

“We are now wondering what will happen when the programme comes to an end. Will the Board close shop?” The Ol Kalou Municipal Board chairman asked.

But speaking before the same Committee, the Chief Officer for Trade, Cooperatives, Industrialization and Urban Development John Mweru defended the County government saying the functions that should be transferred to the Municipal Board have ongoing projects being undertaken by various departments, and this complicates the transfer process.

The chief officer’s stand angered the Board chairman who reminded him that the deadline for transfer of the functions was June last year.
