On Friday December 13 when President Uhuru Kenyatta was to lay wreath at Modika Barracks Heroes Monument in Garissa County during the barrack’s inauguration ceremony, the officer in charge of President’s security blocked the Ministry of Defence Principal Secretary (PS) Dr Ibrahim Mohammed from getting closer to the President.

The officer did not know him and the PS tried to identify himself and explain to the officer why he was there, but the officer would not hear of it.

Instead, he manhandled the PS and took him few metres away from where the monument was.

During this time both Duale and Mudavadi were allowed to stand just few metres from the monument.

The composed PS just stood there until a hawk-eyed military officer noticed that the PS was missing.

The President, the PS and the CDF General Mwathethe were scheduled to lay wreaths at the monument in honour of the fallen officers.

The same security team that had chased him away were instead sent to escort him to the monument to lay a wreath.

Before joining the defence minitry, Dr Mohammed, a Public Health Physician by profession, was the Labour PS, a position he was appointed to in July 2018.

Previously he had served as the PS Mining where he was in charge of policy formulation and implementation.

He had in the past headed the Taskforce on Tourism Recovery Strategy, which is currently being implemented.

In 2014, Dr. Ibrahim was awarded the African Leadership Award for Excellence in Promoting Tourism and Commerce and for his immense contribution to the sectors.

Dr. Ibrahim holds a Bachelor of Medicine and Surgery Degree, and a Masters Degree in Public Health from Boston University.

He also holds an Executive Masters Degree in Business Administration from the University of Copenhagen Business School in partnership with Inorero University.
