W*rd Reps raise queries on KRA staff at City Hall

The ongoing investigation by Nairobi MCAs on confusion regarding revenue collection has taken a new twist with the ward reps now questioning the secondment of nine officials from the Kenya Revenue Authority (KRA).

Committee chair Peter Imwatok said it was not clear how Governor Johnson Sakaja settled on the nine.

“We want to know which criteria was used to settle on the nine. It is very surprising that these officers from KRA were just casually seconded. This is the capital city of Kenya, we don’t expect issues to be handled casually. Procedures ought to be followed,” said Imwatok.

In a letter dated January 4, 2023, Sakaja requested the secondment of the officers to help in the transition for a period of two years subject to renewal.

The letter to the then KRA Commissioner Githi Mburu indicated that the officers were to support their own source and revenue collection together with the rollout of the Nairobi Revenue Authority (NRA) which received allocation in the financial year 2023/24.

Acting County Secretary Patrick Analo explained that Sakaja settled on the nine officials only after looking at their capabilities and concluded their skills would come in handy for the county.

“These people used to work during the NMS tenure and he might have gone through the qualifications and settled on them,” Analo explained.

Imwatok questioned whether the two institutions had a framework to guide their new engagements.
Both the County Secretary Analo and Silvester Okello said there was no existing framework.
