Why Vihiga MCAs want four county ministers sacked
Four Vihiga county executives risk losing their jobs for alleged professional misconduct and laxity.
According to an ad hoc committee report released by Vihiga County Assembly last week the four are Amos Kutwa (Health), Pamela Kimwele (Administration, and Coordination of County Affairs and ICT), Paul Mbuni (Lands and Physical Planning), and Kenneth Kilavuna Keseko (Trade, Industry, Tourism and Entrepreneurship).
Kutwa has been accused of failure to tame unrest of health staff workers while Kimwele is on the spot for poor coordination of county public service pending bills and implementation of County Assembly resolutions.
The ad hoc report tabled by Wodanga Ward MCA Vincent Atsiaya recommended that the County Assembly should commence Kutwa impeachment proceedings within 14 days after approval of the report.
The ward reps also accused Kimwele of usurping the powers of the County Public Service Board and sabotaging the work of the office of the County Secretary.
They claimed that Kimwele was unable to address the issue of ghost workers and poor coordination of county public service. The ward reps recommended she be impeached for violating the law.
Hiding information
The committee recommended Mbuni be impeached for his inability and or refusal to provide information on the project, amounting to concealment of information from a committee of the House contrary to Article 195 of the Constitution.
The report also commended that Kilavuna, who failed to honour invitations by the committee and even disregarded committee summons also be impeached.
“We have recommended the suspension of chief officer Water and Environment Boiyo, who was acting as the Chief Officer Health when money allocated to the fight against coronavirus pandemic was misused,” said Emabungo Ward MCA Opole Moses.
The report also recommends disciplinary action be taken against the Chief Officer Health Arnold Mamadi for the mess in the hiring of health staff.
