Mudavadi nominated for appointment as Prime Cabinet Secretary

The Amani National Congress (ANC) Party has nominated its party leader Musalia Mudavadi for the appointment as the Prime Cabinet Secretary following William Ruto's win in the August 9 General Election.

ANC council unanimously nominated Mudavadi for the position in a special meeting by the party's Council Bureau held Wednesday, August 17, 2022.

The new position is expected to be created by an Executive Order once Ruto is sworn in as the country's fifth president.

Pre-election agreement gave Mudavadi the position

The position of the Prime Cabinet Secretary was agreed upon by the founding party members of Kenya Kwanza alliance in an agreement signed by William Ruto of UDA, Moses Wetang'ula of Ford Kenya and Mudavadi on behalf of the ANC party.

Mudavadi and Wetangula signed Kenya Kwanza Alliance agreement to deliver 70 per cent of the votes in their strongholds in Western Kenya.

In the agreement between the two parties and William Ruto's UDA which was signed on April 5 and presented to the Registrar of Political Parties on May 8, UDA was to produce the presidential ticket for the Kenya Kwanza Alliance (KKA) while ANC was to nominate the candidate to be appointed as Prime Cabinet Secretary.

According to the agreement, the position of the Prime Cabinet Minister was to be created within 14 days if the alliance won the August 9 election.

Ford Kenya was to nominate a candidate who will be the Speaker of the National Assembly. As it currently stands, Azimio coalition has more MPs than Kenya Kwanza.

Both ANC and Ford-Kenya are to get 30 per cent of government, including Cabinet slots, Principal Secretaries, High Commissioners and other State jobs.

The role of the Prime Cabinet Secretary - the equivalent of Prime Minister - has been defined in the agreement. The roles are distinctive from those of the DP.

It's not clear if Ruto will appoint Mudavadi as the Prime Cabinet Secretary given that the ANC leader failed to deliver 70 per cent of the votes cast in Western Kenya. Raila got more votes than Ruto in Mudavadi's own home county of Vihiga.

In Vihiga, Raila got 113,623 votes against Ruto's 66,717. In Busia, Raila managed 226,317 votes against Ruto's 48,827 votes.

In Kakamega, Raila led with 325,302 votes against Ruto's 130,184 votes. In Trans Nzoia, Raila garnered 131,581 votes against Ruto's 115,750 votes.

It's only in Wetangula's Bungoma county where Ruto got more votes than Raila. The UDA leader got 255,337 votes against Raila's 144,658 votes.

The Ford Kenya leader delivered on the pre-election agreement while the ANC leader failed short of his target. Will Ruto still appoint him as the Prime Cabinet Secretary?
