Eagerly-awaited MES report tabling shelved due to revenue feuds

The much-anticipated report on the controversial Sh 64 billion Managed Equipment Services (MES) which was to be tabled today by a Senate Ad hoc committee has been shelved.

The report, according to a member of the committee, will not be tabled since most of the senators will be engaged in the revenue sharing motion which comes up this afternoon.

Committee chairperson Fatuma Dullo will today request the Speaker to extend the committee’s mandate for another 20 days to pave way for the members to do a comprehensive report.

Zeroed in

“We did not want the two matters to coincide; we want members to have ample time to deliberate on the MES report.

Again we are going for recess this afternoon meaning members will not have enough time to ventilate on the report,” said the source.

The report according to the member will be tabled on the first day of resumption of the House in September.

A source close to the committee said members had zeroed in on the four, former Health CS James Macharia, former PS Khadijah Kassachon and project coordinator Murang’a Morekwa.

The committee has retreated to compile the report in a hideout in Naivasha.

The committee is investigating whether the public got value for money for the MES projects as various reports have indicated that some of the expensive equipment procured to counties are lying idle due to lack of qualified personnel to handle them.

When appearing before the committee, former Attorney-General Githu Muigai accused Macharia and  Kassachon of ignoring his legal advice and going ahead with the signing of the final contract with five contractors.

In the letter to CS Macharia, Githu said he had reviewed all the relevant documents and they should proceed with the contract.
