Government releases Sh7.5b capitation funds for schools

 The government yesterday released Sh7.5 billion secondary school capitation, part of which will facilitate smooth running of Kenya Certificate of Secondary Education (KCSE) examination.

It came only hours to the start of the Form Four examination whose rehearsals will be conducted today ahead of the commencement of the exam tomorrow through to April 21.

Some 752,981 candidates are expected to go through the exercise in 10,437 centres.

“The Government has released Sh7.5 billion to all secondary schools this week,  meaning principals have adequate resources during KCSE examination.

The money is already reflected on the schools accounts and we would not want to hear complaints that teachers do not have money to facilitate the examination process including organising for practical exams,” Education Cabinet Secretary George Magoha said in Kisumu yesterday.

Exams integrity 

The CS also warned examination officials in some areas, especially the Nyanza region, who he claimed were planning to compromise the integrity of the exams by impersonation, saying that the Government is on high alert.

“We have learnt that officials in different examination centres namely Migori, Homa Bay, Kisii and Isebania have hired university students to sit exams on behalf of the candidates,” said Magoha, who monitored distribution of the final Kenya Certificate of Primary Education (KCPE) exam paper in Busia county.

He warned that the government had flagged at least 30 centres which he said are under careful scrutiny to curb any malpractices. 

Magoha said those behind the scandal had even tampered with candidates’ photographs but the government is monitoring their plans to ensure that there will be no cheating at all.

“The government has put in place proper measures to ensure that there will be no cheating during KCSE because each centre will be having two armed security police officers.

Our monitors will be vigilant and any centre found to be engaging in unethical practices will face stern action,” said Magoha.

 “We are monitoring everything and  we (have) established that those behind the scandal have already tampered with photographs of candidates supposed to sit the exams.

I want to state that the integrity of examination in this country must be guarded at all costs,’’ added the CS.

On Tuesday, Magoha ordered the deployment of adequate security personnel in all examination centres.

Magoha has also stated that marking of the first KCPE papers in Nairobi have already been completed adding that the entire exercise will be completed in the next two weeks. 

While issuing a summative statement on 2020 KCPE, he said none of the papers was leaked.

“Most security measures issued by the Ministry  to  help in the administration of the 2020 KCPE examination were successfully implemented, leading to a process that was devoid of any form of cheating.

We did not detect any case of out-right cheating during the examinations process over the last three days,” said the CS in his summative report.

 The CS, however, said some relaxation was noted on the requirement that each examination centre must be provided with at least two police officers.

“In some cases, we found that only one armed police officer was available while others were manned by National Youth Service staff. 

“Whereas we did not detect any form of cheating at these centres, we took note that this was contrary to our directive,” the CS said.

He said during the KCSE, his Ministry will work with their Interior counterparts to ensure at least two armed police officers at each examination centre.

One of the armed police officers will be guarding the day’s unopened examination papers while the other will be engaged in routine daily patrol. 

The CS also said delivery of examination materials to all centres was smooth.

“To a large extent, we owe this to the favourable weather conditions in most parts of the country. 

As we start the KCSE examination, we are informed by the Meteorological Department that rains would soon fall but we have prepared for this by having enough choppers ready to fly the examinations to all parts of the country,” assured the CS.

Magoha lauded examination centre managers in Nyanza for allowing children who had not been registered to sit for the exams, assuring that their rights will be protected during marking.

He warned unscrupulous people in some private schools who failed to register students that they will face the law.

There were no major incidences reported in the last three days that Class 8 were sitting for their exams

Magoha also said that a 13 year candidate from Lugulu AC primary school in Butula who failed to sit for her KCPE after being operated on at Busia county referral hospital, will be prepared to sit for the exams next year.

He said the candidate Melvine Atieno, was pregnant went under caesarean operation and could not sit for her exams since she had already missed two papers while undergoing treatment at the hospital.
