Kenya Civil Aviation Authority (KCAA) is on the spot for lack of ownership documents for various parcels of land and being in bad and doubtful debts running into millions of shillings.

Auditor-General Nancy Gathungu in a report tabled in the National Assembly late last month regretted that she is not in a position to confirm when exactly the bad debts were accrued while on the issue of land she regretted that the said parcels were allocated and distributed to third parties while others do not have ownership documents.

 On bad and doubtful debts amounting to Sh461.7 million and Sh94.9 million respectively, she regretted that the institution did not provide the age analysis of the debtors for review.

 According to her, although general and specific provisions for the said debts have been provided, its adequacy over the Kenya Airways Limited debt is doubtful.

 “In the circumstances, the accuracy and completeness of the specific and general provision for bad and doubtful debts of Sh461.7 million and Sh94.9 million respectively could not be confirmed,” said Gathungu.

 On land without ownership documents, she said she was not provided with documents for various houses and plots including the 31 housing units in Nyali, 13 in Bamburi Mombasa, 87 acres of land at East African School of Aviation in Nairobi, 132 acres at Central Transmitting station along Mombasa road and staffing houses in Miritini Mombasa which the authority owns.

 Further, she noted that ownership documents for a property at Wajir, a plot at Bwagamoyo in Kilifi, a plot at Lokichogio, a generator room at Lodwar in Turkana and plots at Embakasi Village were also not provided.

 “Although management has indicated that preparation of the ownership documents was underway at the Ministry of Lands and Physical planning, there was no indication as to when the process is likely to be completed,” she noted.

 On properties allocated to third parties, she noted that a review of land records revealed that four parcels of land belonging to the Authority in Mtito –Andei-Ndeithya Settlement Scheme /161, Bamburi Staff Housing, Central Stores in Nairobi and East African School of Aviation have been allocated and registered in the name of third parties.
