PSs given 3 weeks to deliver target reports

The government has outlined tough targets for Principal Secretaries which they are expected to carry out and report back in the next three weeks.

In the new guidelines released yesterday, conflicts emerging pitting different government entities must be resolved internally while those between ministries, departments and agencies should be referred to the Prime Cabinet Secretary for necessary action.

The PSs who are the accounting officers in the ministries will be expected to analyse and interpret their respective ministries and come up with among others goals, vision, mission, core functions and policy priorities.

Others will be  strategic objectives, specific tasks, smart targets and work plans (Specific, Measurable, Achievable, Realistic, Time bound) of ministries, departments and agencies (MDAs).

They will further undertake and update the, strength, weaknesses, opportunities and threat known as (SWOT).

In the guidelines which were released yesterday by the Prime Cabinet Secretary Musalia Mudavadi, the accounting officers will analyse their performance guided by modern models such as political, economic and social-technical, environment and legal.

The PSs have been asked to individually submit their reports on April 10.

The PSs will also be expected to review and update existing Strategic Plans or develop new ones where non-exist.

“The Strategic Plans should be synchronised with the Medium-Term Plans (MTP) and the wider Government Agenda, identify functional overlaps, duplications, inconsistencies, conflicts and ambiguities within and between MDAs,” states the report.

Further, the PSs are supposed to review identified functional overlaps, inconsistencies, conflicts and ambiguity within MDAs.

The Executive Order No.1 of 2023, reorganized government during which departments or functions including their staff and assets were transferred, restructured or reorganized, partly, or wholly, and issued new Mandates to MDAs.

“Principal Secretaries who also serve as accounting officers are among the key actors in government who should guarantee that the strategy, structure, culture and the philosophy deliver results to Kenyans,” reads the report.

According to the report, PSs in close consultation with their CSs as the top leadership of their respective ministries will be expected to Analyze and Interpret the broad mandates and provide Strategic direction, build lasting institutions and redefine the organizational culture.

Ministries and other state agencies are supposed to form departmental, divisional, sectional and units committees to undertake these responsibilities for consensus and ownership.
