State rolls out medical cover for students in public schools
The government finally rolled out the medical cover for students in public secondary schools.
Education Principal Secretary Dr Belio Kipsang directed headteachers of secondary schools to follow the right procedure to acknowledge receipt of funds for the cover, known as Edu Afya, in line with the Ministry’s guidelines within two weeks of receiving their allocations
Failure to give requisite information, warned the PS, will see the Ministry suspend further release of grants to the affected schools.
He directed Principals to acknowledge receipt of funds by issuing official school receipts to him for both tuition and operation accounts with copies sent to sub county directors of education (SCDEs) and county directors of education (CDEs).
“The Principals much acknowledge receipt of funds through the National Education Management Information system by uploading a copy of the official receipt for both accounts where applicable,” Kipsang directed, in a statement.
Allocation of funds
The PS said that Principals must provide to the CDEs through SCDEs an allocation of funds duly signed by individual students.
Principals must also acknowledge receipt of funds by having individual students sign form-lists that show their admission numbers and full names as reflected in the admission register and the amounts awarded.
Kipsang said lists should be attached to the payment voucher kept in school as per procedure and every student issued with a school official receipt for the allocation.
“Principals are required to advise students accordingly and offer support to learners and parents whenever they encounter challenges with their Unique Personal Identification (UPI) numbers,” the PS stated.
Kipsang said it is the responsibility of CDEs and SCDEs to authenticate and monitor the accuracy.
