CS Moses Kuria announces new measures in public service as he takes over new ministry

Cabinet Secretary for Public Service Performance and Delivery Management Moses Kuria has announced new measures in the ministry, even as he takes over from Aisha Jumwa.

During a handover ceremony in Nairobi on Monday, October 16, 2023, Kuria said he would transform the department from an employment mentality department to a service delivery department.

"It's my vision that I'll be able to transit public servants from public employment, where most of them believe they are in, to public service where the 900,000 of us should be, to serve the 54 million Kenyans as they deserve," Kuria stated.

"Delivery and performance of civil servants has been dear to my heart, and am here to re-engineer deliverance of Govt services to the people of this country as H.E.President William Ruto desires."

Kuria vowed to have a microscopic eye on all projects being done in the country, and also relieve President William Ruto of the task of following up on the progress of government projects.

"I will have a microscopic view on all projects done in this country be it National or County governments. We have no time to waste and everybody must be ready to work extra hard to make sure all these projects are completed on time. No time for laziness. I'll henceforth relieve the President of the task of following up on the progress of the government's projects and moving around this country ensuring all is well," he added.

Kuria on NYS

Kuria also promised to re-engineer the National Youth Service (NYS) to lead a great transformation in the agricultural sector, revive manufacturing and incarcerate the culture of patriotism, which he says will be a tool of hope and discipline for youths.

Kuria has also proposed the introduction of service fees in Huduma Centres to ensure they are self-sustainable, without depending much on allocations from the National Treasury.

"Our Huduma centres have been a popular source of government services for so many of us, and we must make sure they become self-sustainable without depending so much on the National Treasury. What of introducing a small fee for services offered? What of providing private sector services at a small fee? Venturing into E-commerce?" he posed.

Kuria, who has dubbed himself as the "new sheriff in town", has vowed to change the Kenya School of Government to the African School of Government to offer training services to other African countries.

"The Kenya School of Government has a lot to work on and make sure it becomes our tool for widening our influence in the region. The transformation of making KSG to the African School of Government starts now, and soon all other African governments will be coming here for their training," he said.

Kuria was moved from the Ministry of Trade in a cabinet reshuffle a fortnight ago, now taking over from Jumwa who was moved to the new Ministry of Gender, Culture, the Arts and Heritage.
