Ole Kina emerges top performer, Wako, Mpaayei most dormant senators

Controversial Narok Senator Ledama ole Kina has been ranked as the top performing senator.

This is according to an Annual Parliamentary Scorecard for the Third Session of the 12th Parliament released by Mzalendo Trust, a Parliamentary Monitoring Organisation (PMO) on Wednesday.

According to the report, Ole Kina is closely followed by senators Moses Wetangula (Bungoma), Aaron Cheruiyot (Kericho), Ochillo Ayacko (Migori) and Gertrude Musuruve (Nominated) in that order.

Busia Senator Amos Wako and his Kajiado counterpart Philip Mpaayei, nominated senators Christine Zawadi and Mercy Chebeni were also rated as most inactive, as they are yet to utter a word in the Senate.

“Senator Amos Wako never uttered a word in 2019,” the report notes, adding that most senators were active in the plenary.

The average speech count in the Senate for the year under review is 109 with 60 per cent of senators performing below average.

Nominated Senator Musuruve has been rated as the best performing female senator.

Musuruve is followed by her nominated counterparts Abshiro Halake, Agnes Zani, Mary Seneta and Farhiya Haji, who is also the majority deputy whip.

“The average performance of female senators in the Senate is 94 speech counts,” the report noted.

Among the best performing youths in the Senate is Nairobi Senator Johnson Sakaja who topped the list followed by senators Cherarkey Samson (Nandi), Aaron Cheruiyot (Kericho), Moses Kajwang’ (Homa Bay) and Kakamega’s Cleophas Malala, who is also the deputy minority whip.

Sakaja was also voted the best performing chairperson of the nineteen House committees.

He chairs the Committee on Labour and Social Welfare.

Cherarkey, who formerly chaired the Committee on Justice, Legal Affairs and Human Rights has been rated the second best.

Kajwang’, who also formerly chaired the Senate committee on County Public Accounts and Investment (CPAIC) was ranked third.

The fourth position went to Mohammed Maalim, who previously chaired the committee on Finance and Budget.

Senate Majority Leader Samuel Poghisio, who earlier chaired the committee on Delegated Legislation before his elevation was ranked fifth.
