Kisii County Assembly adopts BBI Bill
Members of Kisii County Assembly on Thursday approved The Building Bridges Initiative ( BBI) constitutional Amendment Draft Bill 2020, paving way for the leaders to embrace public participation on the document before it is tabled in the assembly, debated, approved or rejected.
Majority leader, Timothy Ogugu tabled the document in the House before Interim Speaker, Amos Onderi, who committed it to the Committee of Delegated Legislation chaired by Paul Angwenyi.
Angwenyi, Sensi Ward Representatives said the committee will gather views from residents across the county’s nine sub counties’ headquarters and table them in the Assembly for debate.
He said the Committee from members of the public starting Tuesday next week and memoranda, adding the Committee will do justice to the Bill based on the members’ views.
The Chairman, flanked by Eric Janganya, ( ODM) nominated Member of the Assembly, urged members of the public to read the document and understand it ahead of the public meetings, stressing the Committee has not made a decision on it.
“I urge members of the public to read the BBI report on Kisii County Assembly’s website to make informed decisions,” Angwenyi told Reporters.
The duo dismissed claims by some leaders that Members of the County Assembly across the county had been bribed Ksh. 2 million car grant to pass the BBI, terming it malicious and ill-informed.
Janganya accused leaders allied to Deputy President William Ruto of propagating the propaganda; stressing MCAs were legally entitled to the grant.
The MCA said that the government had converted the leaders’ car loan to a grant and the funds had been budgeted for and were in the county Assemblies and will not affect the national government’s budget.
“We want to tell Mps allied to Deputy president Ruto opposing BBI for personal reasons to avoid using our grant as a scapegoat,” Janganya said.
He said the MCAs support the BBI saying they believe in its content which ensures equitable development across the country.
