The High Court yesterday issued a warrant of arrest against Treasury Principal Secretary Julius Muia for failing to appear in court to testify in a commercial case.

Justice David Majanja directed Inspector General of Police Hillary Mutyambai to present the PS in court today.

Muia had on December 9 been summoned in court to give evidence on the re-opening of accounts of the Child Welfare Society of Kenya (CWSK) at Equity Bank, Kilimani Branch.

Meanwhile, the court declined to reopen the society’s accounts at the  Kenya Commercial Bank.

The accounts were frozen after activist Okiya Omtatah filed an application seeking orders suspending the decision by the Solicitor General, Labour ministry, Attorney General, Equity Bank, CWSK to change signatories to society’s accounts.

The activist also challenged the society move to opened new bank accounts (KCB) after their Equity Bank accounts were frozen.

The welfare, through lawyer  Victor Raponda, protested the move to freeze their bank account, terming it unlawful, inhuman and which has brought untold suffering to thousands of children under its care.

Treasury believes there is abuse of public resources at CWSK, but the society claims it is being targeted by criminals disgruntled by its efforts to tame child trafficking.
