Bill seeking to develop entrepreneurial culture published
INNOVATION: A new Bill seeking to develop a culture of innovative thinking and entrepreneurship in the country has finally been published in the Kenya Gazette.
The Startup Bill 2020 sponsored by the Nairobi County Senator, Johnson Sakaja will provide a framework to encourage growth and sustainable technological development and new entrepreneurship employment.
It will also create a more favourable environment for innovation, to attract Kenyan talents and capital for connected purposes.
Sakaja welcomed the publication of the Bill on his twitter account,, saying it would soon be enriched through stakeholder participation.
Responding to a tweet on whether the Bill has already undergone public participation, Sakaja responded: “Informally.
However, comprehensive public participation bado. It’s just been published. We will be seeking views.”
Published in the Kenya Gazette dated September 14, the Bill further seeks to facilitate investments in the startups as well as facilitate the provision of fiscal and non-fiscal support, promote an enabling environment for the establishment, development, conduct of business and regulation of startups.
It will also provide for the establishment of incubation facilities at the National and County level of governments for such startups and monitoring subject to evaluation of the legal and regulatory framework to encourage the development of such ventures.
The Bill is also proposing the creation of Kenya National Innovation Agency to be established under section 28 of the Science, Technology and Innovation Act, to be over sighted by a Cabinet Secretary on matters relating to science, technology and innovation.
“The agency and the county executive committee members shall, for purposes of subsection put in place a national and county incubation policy framework for the development of the business incubation sector and startup system, enter into partnerships with local and international business incubators in order to promote the establishment and growth of startups in Kenya,” it reads in part.
